Commensuration in Federal Water Resources Planning: Problem Analysis and Research Appraisal

Commensuration is the process of measuring different things by a single standard or measure. The Water Resources Council's Principles and Standards may be interpreted to require that commensuration be performed between the elements and components of the Social Well-Being Account and the Regional Development Account, as well as within the National Economic Development and the Environmental Quality Accounts. A standard of value (desirability) is the only one appropriate for commensurating diverse outcomes within a decision-making context. Furthermore, a measure of societal, not individual value is appropriate.
