An Evaluation of the Dichotomies within Federal Cash Management of Grant Programs

The Department of Health and Human Services operates a system designed to reduce the administrative burden on recipients and still provide adequate accounting controls. The system is known as the Departmental Federal Assistance Financing System or DFAFS. DFAFS goal is to reduce the administrative burden on recipients, and insure that recipients have funds available when needed. Also, DFAFS acts to reduce excess cash balances. The paper recommends that DFAFS serve as a nucleous or model for a Government wide grant disbursing system.
