The report analyzes the decline and recommends Government actions to improve the productivity and increase competitiveness of U.S. footwear manufacturers. The report also recommends a forum to bring together public and private interests to identify alternatives for improving productivity in the footwear and other U.S. industries which are or will be at a competitive disadvantage.
