The future success of U.S. universities in implementing international educational programs (IEP's) will be determined more by the policies set in Washington than by the organizational principles embraced by the universities themselves. With this statement, the author begins a discussion of principles and models for the effective participation of U.S. universities in IEP's. The author notes that the principles for implementing IEP's are broad and depend upon the commitment of an institution's faculty and administration and on the availability of resources. It is the latter which is in short supply. Consequently, he focuses on the challenge of convincing policymakers in Washington of the worth of IEP's, a challenge based on the belief that Washington sets the nation's foreign policy agenda, on the assumption that U.S. universities are an untapped development resource, and on the expectation of reduced Congressional funding of IEP's.
