This technical report evaluates geobased information systems which could provide an effective mechanism for the analysis of the impacts associated with alternative river resource management proposals. Systems were evaluated in terms of institutional arrangements, system capabilities, system types and uses, and system failures. The report outlines a four-phase schedule for the development of an information system.
