Comprehensive Master Plan for the Management of the Upper Mississippi River System: Technical Report L, Institutional Arrangements for System Management

摘要

This technical report presents institutional alternatives for water and related land resources management in the Upper Mississippi River System. A conceptual range of institutional arrangements was developed to provide varying degrees of authority and capability to address management needs. Five institutional options are presented in the report. A systemwide orientation and perspective to deal with major issues is not available through the programs of most Upper Mississippi River System agencies.
