Urban Development Siting with Respect to Hazardous Commercial/Industrial Facilities

This Guidebook was specifically developed to be used in implementing 24 CFR Part 51 Subpart C of the Code of Federal Regulations, entitled, 'Siting of HUD-Assisted Projects Near Hazardous Operations Handling Petroleum Products or Chemicals of an Explosive or Flammable Nature.' Subpart C establishes blast overpressure and thermal radiation (fire) safety standards which are to be used in determining an acceptable separation distance (ASD) for HUD-assisted projects when they are to be located near explosion or fire prone chemicals or petroleum products. The guidebook contains step by step procedures for determining the ASD from a specific hazard source. The material contained in the guidebook is for the use of HUD staff and any other individual, organization or agency engaged in the siting of HUD-assisted projects near operations which handle materials of an explosion or fire prone nature.
