This report documents the research and analysis of smaller firm, including smaller minority and women-owned firm participation in federal contracting conducted by Research Dimensions Incorporated for the U.S. Small Business Administration. Specifically, this study explores the amount and percentage share of total contract dollars that smaller firms--under 100 employees--receive through prime contract actions over $10,000. The study also examines the types and methods through which smaller firms receive their prime contract dollars and the performance of smaller firms in specialized activities, such as R&D contracting and Davis-Bacon regulated contracting. Finally, the analytical approach used in this study provides an opportunity to examine the extent to which federal contractors are actually smaller independently owned establishments as opposed to smaller establishments owned by larger firms.
