摘要

A new labor market strategy to equal employment builds on, yet goes beyond, legal precedents, while expanding and diversifying previously limited, entitlement approaches. This project examined the scope, effectiveness and limits of this new approach in two areas: union activities to organize and negotiate for women's equality and CETA-funded non-traditional occupational training programs. Recommendations are made to modify performance criteria, which take into account the advantages of NTO programs. Other barriers as well as unresolved issues are discussed.
