The Most In Need (MIN) program of the National Institute of Mental Health (NIMH) was initiated in 1979 to address the needs of children with multiple problems. It was designed as a pilot program, and has provided Federal support for twelve demonstration projects in Native American, Native Hawaiian and Alaskan Native communities. These demonstration projects have designed and implemented a variety of strategies for making the human service delivery system more responsive to the children considered to be most in need of services. This report documents the results of a systematic analysis of the MIN demonstration projects which was undertaken from June to August, 1983 under contract with NIMH. The analysis is conceptualized as one facet of the MIN evaluation plan. The overall purpose of the project is to describe and analyze the strategies and approaches used by the communities which have been involved in the MIN pilot program.
