Part B Permit Applications with Insufficient Ground Water Monitoring Data

The directive provides guidance to Regions on which mechanisms can be used to prevent deficiencies in ground-water monitoring data (e.g., hydrogeological data, well construction specifications, sampling methology, past monitoring results, and 40 CFR 270.14(c) requirements) in RCRA Part B permit applications, and discusses what mechanisms are available to respond to deficiencies when they occur. Supplements general guidance set out in a memo dated September 9, 1983. Directive no. 9936.1 'Guidance on Developing Compliance Orders Under Section 3008 of RCRA; Failure to Submit and Incomplete Part B Permit.'
