Underfinancing of Social Services in Tanzania: The Case of Primary Health Care

The purpose of the paper is three fold. First, a review of the macroeconomic situation in Tanzania is conducted to identify how it affects the financing and delivery of health care including MCH services particularly provided by government in rural areas. Second, an analysis is conducted of the expansion of the health care sector, particularly since 1971. The demand for health care services and the financing of those services in conjunction with the recurrent costs of the publically provided health services are also analyzed. These analyses provide a background for the third component of the analysis which specifically addresses the cost of utilization of provided MCH services utilizing the MCHA's trained via the AID financed project.
