Synthesis of the Prequalification Procedures of Six State Departments of Transportation (Final Draft Report)

The report synthesizes the prequalification procedures of six States. The competitive bidding process is first examined in order to gain an understanding of its objectives and legal parameters. Examined in detail are the legal tests of bid responsiveness and contractor responsibility. A comparative analysis then presents four types of contractor qualification systems which introduce the pre-qualification process. Closely examined are prequalification components such as filing requirements, contractor qualification criteria, and contractor bidding capacity determinations. The prequalification procedures of all States are compared and contrasted. Several of the major issues facing the six States in the report are identified and discussed.
