The report documents the 'Highway Safety Evaluation Program' (HISAFE) computer program. It contains information to the user on how to install, start up, and operate all of the program functions. It also describes the structure, functional design and capabilities of the program. The report provides sufficient documentation for any user of HISAFE. HISAFE includes programs to help select an appropriate evaluation plan, create and store a data file, calculate expected accident rates based on past data, statistically test validity of predicted changes in accident rates, and economically evaluate proposed countermeasures. The software package is: Designed to be run on IBM PC, IMM PC-AT, and IBM compatible microcomputer; Modular in design to allow easy addition of routines; Menu driven (user friendly).
