The theme of this dissertation is that a wide range of algorithms related to data communications problems can be described in a high level language. Functions of programmable communications processors are described and several existing systems programming languages are dis-cussed. A systems programming language is developed with special features for handling data communications. These features include facilities for handling asynchronous input, operators for bit manipula¬tion and shifting, provision for moving multiple characters in storage, and limited address manipulation. The syntax of the language is described in the meta-language, META PI, and the semantics are described using Vienna Definition Language concepts. Finally, a simple data communications environment is defined and a sample program is given to handle message traffic in that environment.
