Techniques for Development of Postattack Recovery Management

In the study, a reasonable goal for postattack recovery is assumed to be restoration of the preattack status relative to the needs and desires of the survivors. Few changes in industrial technology are anticipated because of the attack, and the postattack industrial economy should expand gradually, starting with production of a few essential items (and their inputs). An input/output analysis based on quantified physical units can be used to describe the industrial recovery process. A method is presented for describing systems of active postattack countermeasures quantitatively in terms of their common parameters of personnel, equipment, materials, and use rates. Mathematical relationships established among these parameters suggest planning procedures to obtain maximum utilization of countermeasure inputs and cost-effectiveness ratios. (Author)
