One of the most fashionable incantations of present-day mantras in national and international policies is the saying that "knowledge is the foundation of industrial innovation" and therefore "scientific research - the fabric of knowledge - is the driving force of economic and social prosperity". Since it is evident and incontestable that research and knowledge are important contributors to prosperity, it is a fully justifiable policy to invest heavily in research and development, as is the case in many national and international policies for industrial innovation.
