Over recent months Opec producers have been operating surprisingly close to capacity with prices remaining high and stocoks,particularly in the US,remaining low.Owver recent years the oil cartelhas gained a reputation for much improved output discipline among its members,which has been a key element in stabilishing prices at high levels.However,it is worth asking the question as to whether Opec's recent cohesion actually has more to do with most of its members already operating close ot capacity.Chris Skrebowski reports.
