Since it entered into force the directive and its subsequent deployments, the world has lived at least two major events, namely,(1) The creation of a new world order known as globalization and (2) The consequences of a later economic and financial crisis in which we are still immersed.Either as a result of one, another or both, Europe has been invaded by a considerable number of people from mainly three areas, such as Latin America, Africa and the European. Often immigrants have come to Europe with employment contracts but others have done so "without papers". In any case, its people who live in Europe and who should, if they are not already, enjoy the status of subjects undergoing what is call public health.
