Japanese refiners are facing an increasing tax burden, having already borne the cost of capacity rationalisation amid dwindling domestic demand and fierce competition in the Asia-Pacific oil products export market. Tokyo looks increasingly likely to go ahead with a planned consumption tax hike of three percentage points to 8pc from April next year, buoyed by positive economic data showing the country is on the road to economic recovery following deflation over the past two decades.
