Yemen and Oman are following their richer Arab neighbours in the Mideast Gulf by increasing their budgets, but face growing deficits as they spend more to rein in or stave off political unrest. Yemen is awaiting parliamentary approval of its 2013 budget, which envisages a deficit of 682bn Yemeni rials ($3.17bn), up by 22pc on the year. The cabinet approved the budget, with esti- mated revenue of just under YR2.1 tril- lion and expenditure of YR2.77 trillion, in December. The budget is 31pc larger than last year’s. Yemen has been in tur- moil since January 2011, which led to the ousting of President Ali Abdullah Saleh in February 2012 (WPA, 14 Sep- tember, p3). Instability has led to oil and gas infrastructure being attacked, cutting into the state’s main income source.
