Kuwait’s state-owned oil firm KPC insists that access to local retail networks is a strict requirement for its overseas downstream investments. Overseas downstream arm KPI indicates that it can still walk away from a long-negotiated downstream joint venture with China’s Sinopec unless it secures a retail presence in the Chinese market.
