Mike Macey questions whether the chief parking adjudicator should be seen to be encouraging drivers to appeal against PCNs. The Times marked the introduction of civil parking enforcement on 31 March by running a front page interview with Caroline Sheppard, chief adjudicator of the National Parking Adjudication Service (NPAS), now renamed the Traffic Penalty Appeals Tribunal.The article announced: "Drivers will be given the benefit of the doubt in disputes over parking tickets that arrive by post". It went on to state drivers will be given new rights to appeal against parking tickets, and that Sheppard was "determined to ensure that councils could not ride roughshod over the rights of drivers".
