Catching everyone on the hop, the Traffic Enforcement Centre (TEC) decided to impose fees for motorists who file late statutory declarations and who wish to set aside an order made by a court official. The news first appeared on the internet a couple of weeks before implementation on 1 October. One source at TEC suggested that the fees should have been charged for the past 15 years, since decriminalised parking was first introduced and what was then known as the Parking Enforcement Centre opened at Cardiff County Court.
