What makes someone a local? Is it the accumulation of four-seasoned residency, marked proudly like slashes on the butt of a gun? Or is it returning time and time again to a community, like the lineal descendants of a salmon to the exact same creek?In Kodiak, it is the former. Those who make a living from our local fisheries without making Kodiak home are called transients. This word is not complimentary.
