A renewed albacore tuna treaty negotiated between Canada and the United States in April will start reducing the number of boats each nation will allow into the other's West Coast waters when it comes into effect in 2003. The negotiations addressed the cross-border fleet size by adopting a vessel reduction formula to be measured in either vessel months or vessel numbers. An albacore tuna treaty has been in place between Canada and the U.S. since 1981 governing the conditions allowing fishing vesselsfrom each nation to fish in waters under the jurisdiction of the other. Clauses in the treaty cover such items as landing, unloading, and refueling in ports of the other nation while fishing off each other's shores.
