The House passed a bill in late September that would authorize international provisions in the Senate's Magnuson-Stevens rewrite, leaving the larger domestic portion of the House reform effort in flux until after the election. The bill would amend theMagnuson-Stevens Act and the High Seas Driftnet Fishing Moratorium Act. It calls on the National Oceanic and Atmospheric Administration to get all international fisheries commissions to adopt effective enforcement provisions for species of fish under their jurisdiction, in an attempt to curb illegal, unreported and unregulated fishing activities.
