Three recent reports on construction materials, construction jobs and home prices add up to a mixed message for the nation's paint and decorating retailers. Prices of construction materials are falling, according to U.S. Department of Labor figures. In January, the prices were down 3.6 percent from the same time the previous year. Prices fell 2 percent from December to January and have failed to rise for six consecutive months.
