That is Ontario Flue-Cured Tobacco Growers' Marketing Board (OFCTGMB) chairman Fred Neukamm's opinion of a recent initiative launched by the federal government aimed at raising awareness of the issues surrounding illegaltobacco products. "We are pleased that government recognizes illegal tobacco products are a major problem," he said.
