This article attempts to support the_ thesis that DHS is involved in standards development. With reference to A-119, DHS involvement is through the US system of standards development organizations. These organizations are responding to this new opportunity and challenge in a myriad of ways, many of which directly support the twelve major preparedness and response initiatives for DHS as outlined in The National Strategy for Homeland Security. It is by embracing the tenets of A-119 and connecting with the US standards developing system that DHS has been able to become effective so quickly. By capitalizing on the efforts of private SDOs and first responder organizations DHS has been able to address all twelve of its major preparedness and response initiatives in a very short time.
