In 1992, the citizens of Colorado passed the Tax Payers Bill of Rights otherwise known as TABOR. TABOR was engineered to keep increases in state spending consistent with population growth plus inflation. In essence this constitutional amendment limits state revenue, requires voter approval for tax increases, and limits growth in property taxes. Sounds good for the most part, well maybe. During this last Arizona Legislative Session a similar form of TABOR that passed in Colorado was considered by the Arizona House of Representatives. House Concurrent Resolution 2029 was a referendum measure designed to allow Arizona voters to approve a new state fiscal policy without knowing the impact on future state revenues. However the enticement and lure of elements in TABOR is why the public could buy it, if they have a chance to vote on it.
