FOR most of his life, Jay Fetcher took the open space on his family's cattle ranch for granted. Not any more. Fetcher Ranch covers 2,000 acres of scenic Rocky Mountain land just a few miles outside the ski resort town of Steamboat Springs, Colo. As development pressure grew, Fetcher realized he needed a strategy to save his way of life from the sprawl of subdivisions and businesses headed his way.
