MPPT Solar Charger with small panels

Hi, can the MPPT Solar Charger project published in the February 2011 issue be used with 5W or 10W solar panels? (N. S., Bongaree, Qld.) 1. The article states the supported panel size is 40-120W for 12V panels and 80-240W for 24V panels. We once tried this unit with a small solar panel (around 5W) and it didn't work; it wouldn't stay in bulk charge mode, even with a flat battery, presumably because the panel was too small.
