MPPT Solar Charger may not function with small panels

I have just finished constructing the Solar MPTT Charger and Lighting Controller kit from Altron-ics (K6027) based on your February and March 2016 publications (siliconchip.com.au/Series/296). While it appears to be functioning correctly for the most part (ie, it's charging the battery with the BULK LED solidly lit and flashing at a half-second interval for absorption phase etc), I am not convinced that the MPPT component is functioning correctly.
