After a few months in Africa the most inflexible liberal begins to have creeping doubts about the value of what North Americans used to call "foreign aid," or Europeans "development aid." A hundred things conspire against his good will, wearing at it,caricaturing it, turning it upside-down. Government officials parade their greed openly, shocking those used to the developed world's more sophisticated thefts. Waste and mismanagement seem everywhere, alongside poverty so aggressive it becomes more personal threat than cause for compassion.
