Greenhouse Gas Emission Inventory and Management System in China Steel Corporation

China Steel Corporation (CSC) has devoted to establish its greenhouse gas (GHG) inventory and management system since 2005, following the wake of the enactment of Kyoto Protocol and the Taiwan "Greenhouse Gas ReductionAct(Draft)."EstablishmentofGHGmanagementsystem(GHGMS) includes inventory, drafting the inventory report, preliminary verification under instruction of international accredited organization, drafting procedures according to the ISO 14001 and 14064 standards, holding experts conference for comments, and planning for external verification of the inventory report. Contents of the GHG management procedures include annual GHG inventory, reporting, data and information quality management, internal verification, editing inventory report, verifiers training, and propagating GHG reduction information. Meanwhile, by adopting the GHGMS, CSC has gathered statistics of waste heat recovery and energy-saving projects, founded energy-saving service teams to assist in-plant units and subsidiary companies saving energy, introduced Life-Cycle Assessment methodology as auxiliary decision-making instrument, identified opportunities and adopted high efficiency processes, and participated in governmental projects such as district energy and resource integration, and joint voluntary GHG reduction of the six major industries. Concrete achievements are made. Statistics of emission reductions in recent years shows remarkable achievement. In the future, CSC will set GHG performance indicator such as emission intensity and energy intensity as targets to realize its goals in reducing GHG emission and expanding business.
