The need for human intelligence

For this group, what are the kinds of issues that we're dealing with? What are the things that we need to be thinking about? You know, we can think about big data and we can think about ISR platforms and we can think about the different ways that we will collect and all the kinds of stuff that we need, you know, this fingertip feel of the environment. But we really do have to have some folks that are studying and know, when we get out into these environments, what is happening out there. And I don't know how many times I've heard leaders say to the Afghans, "Well, the Afghanis, we need to help them!" I mean, "Afghani" is their currency. That's not their people, right? That's a simple example of how we really, in a stunning way, still are having problems with understanding these cultures that we're dealing with. Because it's not about our ability to do kinetic things. It's about our ability to help and accomplish our mission and make sure that the missions that we have are clear. But to be able to do the kinds of things that we need to do, you have to understand who it is that you're trying to interact with.
