Ukraine may auction ferrous scrap export quotas

Ukraine may restrict its scrap exports further by introducing auctions to distribute annual export quotas, fixing a 3,000 mt minimum lot and starting price of Eur 13/ mt. The new mechanism is understood to be drafted by the Ukrainian economy ministry and may apply from 2013, Platts Steel Business Briefing learnt from an industry source familiar with the legislative draft. Setting 3,000 mt as the minimum may lock out a number of small traders, not very many of whom could afford to pay this level, or more should there be a bidding war, sources said.
