Russia to introduce ferrous scrap export quotas from July

London—Russia is planning to introduce ferrous scrap export quotas from July and will award export contracts through auctions only at an exchange to be established specifically for scrap trade, several industry sources close to the government told S&P Global Platts. The quota volumes allocated to Russian regions are expected to be defined by June 25; they will correspond to a region's export volumes over 2016-18 adjusted to its scrap status in terms of shortage or surplus. Indexes of 0.5-1.5 are likely to apply, the sources said.
