As a teen, Jim Langevin, was participating in the Boy Scout Explorer program when a police officer's gun accidentally discharged. A bullet pierced his neck, leaving him with only partial use of his arms and hands. The accident permanently softened Langevin's physical voice but not his public voice. He was elected to the Rhode Island Legislature at the age of 24. At 30, he was elected Rhode Island's secretary of state. At 36, the Democrat was elected to Congress, where he is considered a cyber thought leader. In 2009, the incoming Obama administration relied in part on Langevin to help guide the direction of its cyber policy. Langevin has since become disillusioned with the administration's cyber steps, calling them "sluggish." In January, Langevin and the Commission on Cybersecurity for the 44th Presidency issued a report concluding that the U.S. remains "unprepared to defend itself' from a cyber terrorist attack. Langevin wants to create a National Office for Cyberspace to invigorate U.S. cyber policy.
