An institutional theoretical perspective is presented regarding the integration of small private forests into the timber production chain. Structural change is based on changes in public and private user rights. The property rights theory assumes a trend towards more private rights, but this theory is only one of many new institutional economic theories. Constraints regarding structural change in the forestry sector are discussed, including heterogenity and size of private forests, forest as strategic resource, and asymmetry of trade resources (such as timber)..
