The defense budget is nearing the end of a multiyear downturn, but don't break out in celebration just yet. Any gains anticipated in a new future outlook are tempered by modest expectations, continued global uncertainty and a complex threat environment. After billions were cut from federal spending in 2011 under the Budget Control Act, lawmakers last year agreed to legislation that avoided sequestration's sweeping cuts through fiscal 2015. Amid likely ongoing reliance on continuing resolutions and incremental deals, analysts expect more discretionary cuts will return in fiscal 2016, but there are some bright spots as far as military spending is concerned.
