NO LONGER CRYING OVER SURPLUS MILK: THE DAIRY PRICE STABILIZATION PROGRAM ACT OF 2010

"[S]urplus milk presents a serious problem.. . .A satisfactory stabilization of prices for fluid milk requires that the burden of surplus milk be shared equally by all producers and all distributors in the milk shed." One of the main reasons for thissurplus supply of milk are cycles of seasonal overproduction. Overproduction, as well as the perishable nature of milk, has led to a surplus in supply and volatile market conditions. Various "detailed, intricate and comprehensive regulations, including price-fixing" have been created in an attempt to stabilize these market conditions. Unfortunately, many of these regulations have failed to achieve their intended purpose because they have not been designed to manage overproduction while benefiting producers.
