Washington - A recent report from the Government Accountability Office outlines a number of steps it said FEMA should implement to improve national preparedness. The report, which studied Hurricane Katrina's impact on the nation's disaster preparedness capabilities, said that although FEMA has made improvements, many plans in the National Response Framework that address catastrophic incidents are incomplete. It recommended FEMA establish a program management plan, ensure exercises follow program guidance and enhance project management for assessing preparedness capabilities.
