UN climate change talks in Germany con-cluded last week in deadlock — as expected— although some progress was made in“technical” areas. Prospects of agreeing on areplacement for the Kyoto Protocol —which expires at the end of 2012 — thatwould extend binding carbon emission re-duction targets for industrialized nationshave all but vanished. Even Brussels hasnow joined other erstwhile Kyoto enthusi-asts in saying the EU won’t go it alone with-out other major polluters, as the bloc ac-counts for just 11% of global emissions(OD Jun.10’11).
