As international oil companies gear up to return to Libya after an absence of more than six months, Italy’s Eni has stolen a march on its rivals by becoming the first company to send a delegation to the country since the toppling of Muammar Qaddafi last week. In a visit to the rebel stronghold of Benghazi on Monday, Eni Chief Executive Paolo Scaroni signed a pact with the Transitional National Council (TNC) to provide immediate assistance to Libya, including the shipment of oil products to alleviate fuel shortages in the capital, Tripoli, as well as the supply of medical equipment and technical help to get oil and gas facilities back in working order as soon as possible.
