The Small Explorers and Producers Association of Canada (SEPAC) was originally established to be a lobby organization, the primary mandate of which was to shape government policy to create a business climate that would nurture emerging, junior, and mid-cap oil and gas companies in western Canada. The principal focus of lobby efforts was the regulators, bureaucrats, and a handful of politicians controlling the energy portfolios, the people deemed to control regulatory, tax, and royalty systems.
