Encore Redevelopment is planning to build two wind turbines on private farmland near the village of Derby Line, Vt. Modest in scale, the $11-million project would produce 4.4 megawatts of power for the small community. What could possibly go wrong? A lot, apparently. The Vermont village borders the town of Stanstead, Que., which is none too enthused about the project. According to the Orleans County Record, a local Vermont newspaper, Canadian landowners aren't legally required to be included in talks on the American project. Yet several homes on the Canadian side of the border are within 1,000 metres of the turbines—a distance that would not be allowed under Quebec law.
