The Russian Duma passed a bill to scrap the export monopoly on Russian platinum-group metals (PGMs) at its first reading on October 15. It is thought the bill will be enacted four months after it becomes law. All Russian PGMs are currently exported via the federal state unitary enterprise Almazjuvelirexport. The intermediary exports PGMs for the Central Bank, other banks, MMC Norilsk Nickel and other producers. Deputy Finance Minister Sergei Shatalov said in the Duma that the government did not plan to relax control over PGM trade.
