摘要

An original phenomenological method was developed for desribing and calculating the dielectric dispersion of polar liquids exhibiting inertial polarization by several mechanisms. Complex dielectric per-mtthity modulus was proposed for the first time as an adequate parameter of nonequilibrium polarization of a dielectric. The dispersions of the modulus of complex dielectric permittivity were obtained and theoretically calculated, as well as the inertial components of the free energy of anisotropic nonequilibrium solvation ~ for water, methanol, and n-propanol in the range from —l0~ to —4 x 1014 Hz at three temperatures. An abnormal temperature dependence of the complex dielectric permittivity molulus was revealed. The temperature dependence of the AFaninv/RT parameter for water has at 9 GHz an extremum at ~35 deg C.
